HTI-5: decision-support certification changes

Published on October 28, 2026 (91 FR 67916), HTI-5 removes the source-attribute requirements that ONC describes as supporting model cards for predictive decision support interventions (DSIs), and the intervention risk-management requirements for predictive DSIs. The DSI criterion remains, with revisions. These changes take effect on December 28, 2026; other HTI-5 amendments effective January 1, 2027 do not affect this criterion.
